NYC to end solitary confinement of Rikers inmates ages 18 to 21-group

By Laila Kearney NEW YORK (Reuters) - The New York City Board of Correction on Tuesday voted to ban solitary confinement for inmates between the ages of 18 to 21 at the troubled Rikers Island jail complex, the New York Civil Liberties Union said.
